Quebec issues invitations to apply for permanent selection across all PSTQ streams
On July 30, Québec Ministry of Immigration, Francisation and Integration held an immigration selection round, through which 523 candidates received invitations.
Selections were held under all four streams of its Skilled Worker Selection Program (PSTQ), with the greatest share of invitations going to workers with intermediate and manual skills (stream 2).

Stream 1: Highly qualified and specialized skills
A total of 105 invitations were issued across all three exercises under stream 1 of the PSTQ to workers in TEER 0–2 occupations who currently reside in Québec and have 12 months of work experience within the last five years.

For Exercise 1, a candidate’s primary occupation had to align with a priority sector and correspond to one of the following 10 occupations:
- Biologists and related scientists (21110).
- Early childhood educators and assistants (42202).
- Instructors for persons with disabilities (42203).
- Other professional occupations in health diagnosing and treating (31209).
- Other technical occupations in therapy and assessment (32109).
- Pharmacy technicians (32124).
- Physician assistants, midwives and allied health professionals (31303).
- Physicists and astronomers (21100).
- Social and community service workers (42201).
- Therapists in counselling and related specialized therapies (41301).
For Exercise 2, a candidate’s primary occupation had to align with a priority sector and correspond to one of the following two occupations:
- Chefs (62200).
- Food service supervisors (62020).
For Exercise 3, a candidate’s primary occupation had to align with a priority sector and correspond to one of the following 25 occupations:
Stream 2: Intermediate and manual skills
A total of 296 invitations were issued across all three exercises under stream 2 of the PSTQ to workers in TEER 3–5 occupations who currently reside in Québec.

- Medical laboratory assistants and related technical workers (33101).

For Exercise 2, a candidate’s primary occupation had to align with a priority sector and correspond to one of the following two occupations:
- Cooks (63200).
- Light duty cleaners (65310).
Under Exercise 3, candidates need to have a primary occupation falling under TEER 4 or 5. No specific occupations were provided.
Stream 3: Regulated professions
A total of 110 invitations were issued across all three exercises under stream 3 of the PSTQ to candidates intending to work in a regulated profession, and are currently residing in Québec.

Under Exercise 3, candidates need to demonstrate intent to practice in a regulated TEER 4 or 5 occupation. No specific occupations were provided.
Stream 4: Exceptional talent
A total of 12 invitations were issued across two exercises under stream 4 of the PSTQ, to candidates with at least 36 months of work experience in the last five years.

Under Exercise 1, candidates required a positive opinion letter issued by a partner of the Ministry of Immigration, Francization and Integration (MIFI) in one of the targeted fields listed on the department’s website.
Under Exercise 2, candidates required:
- A document demonstrating an achievement listed on the MIFI’s List of Exceptional Achievements; and
- A level of education equivalent to a doctorate in Québec (including undergraduate doctorates).
To be considered under the PSTQ, prospective candidates must also meet the general eligibility criteria for one of its four streams.

About the PSTQ
For skilled workers seeking permanent residence in Québec, the Skilled Worker Selection Program (PSTQ) is the province’s leading economic immigration pathway.
Individuals must first submit a declaration of interest through the Arrima portal to be considered under PSTQ. Their profile is then entered into Québec’s declaration-of-interest database and evaluated according to factors that support successful economic and social integration.
The program has four streams. The stream under which a candidate may receive an invitation is determined primarily by their declared occupation and its classification under the National Occupational Classification system.
Québec periodically chooses candidates who meet targeted criteria and invites them to apply for permanent selection. Approved applicants receive a Québec Selection Certificate, after which they may submit their permanent residence application to the federal government.
Québec’s approach to the PSTQ is shifting alongside the reopening of the Quebec Experience Program (PEQ) on July 2, 2026. Through October 31, 2026—the close of the PEQ‘s first intake period—the province is scaling back PSTQ invitations to help stay within the admission targets set out in its 2026–2029 multi-year immigration plan, with invitations targeting candidates in TEER 4 and 5 occupations and those who have not yet reached two years of work experience.
Beginning in November 2026, Québec plans to adjust PSTQ invitation numbers based on the volume of applications received during the PEQ’s first intake period. In its June 10, 2026 announcement confirming the PEQ’s reopening, the government stated its intention to issue an equal number of Québec Selection Certificates across both programs for the remainder of the period covered by its 2026–2029 immigration plan.
