Quebec issues invitations for permanent selection through PSTQ

On July 3, Québec’s Ministry of Immigration, Francisation and Integration (MIFI) held immigration selections under all four streams of the Skilled Worker Selection Program (PSTQ).

A total of 501 provincial immigration candidates received invitations in this draw, with the greatest share going to workers with intermediate and manual skills (stream 2).

Québec has now held six PSTQ selection rounds in 2026, with the latest issuing the fewest invitations.

Selections for all PSTQ four streams were made from the Arrima pool on June 26, 2026, at 10:53 a.m.

Stream 1: Highly qualified and specialized skills

A total of 74 invitations were issued across all three exercises under stream 1 of the PSTQ to workers in TEER 0–2 occupations who currently reside in Québec and have 12 months of work experience within the last five years.

How selection criteria differed across each exercise:

Stream 2: Intermediate and manual skills

A total of 289 invitations were issued across all three exercises under stream 2 of the PSTQ to workers in TEER 3–5 occupations who currently reside in Québec.

How selection criteria differed across each exercise:

Stream 3: Regulated professions

A total of 131 invitations were issued across all four exercises under stream 3 of the PSTQ to candidates intending to work in a regulated profession, and are currently residing in Québec.

How selection criteria differed across each exercise:

Stream 4: Exceptional talent

A total of seven invitations were issued across one exercise under stream 4 of the PSTQ, to candidates with at least 36 months of work experience in the last five years.

Invitations went to individuals with a positive opinion issued by a partner of the MIFI in one of the following targeted fields:

  • Strategic economic sectors;
  • Research;
  • Arts; or
  • Sports.

About the PSTQ

The Skilled Worker Selection Program is Québec’s principal economic immigration pathway for skilled workers seeking to settle permanently in the province.

Prospective candidates must first submit a declaration of interest through Arrima, after which their profile is entered into Québec’s declaration-of-interest database and assessed according to factors that support successful economic and social integration.

The PSTQ comprises four streams, and the stream under which a candidate may be invited is determined primarily by their declared occupation and its National Occupational Classification category.

Québec periodically invites candidates who meet specified selection criteria to apply for permanent selection. Successful applicants receive a Québec Selection Certificate (CSQ) and may subsequently apply to the federal government for PR.
