Quebec invites over 2,500 skilled workers to apply for permanent selection

On February 23, Quebec’s Ministry of Immigration, Francization and Integration (MIFI) held immigration selections across all four streams of its Skilled Worker Selection Program (PSTQ).

Following the recent closure of the Quebec Experience Program (PEQ), the PSTQ has become the main pathway for skilled workers to immigrate to Quebec.

In only the second draw under the program this year, the province issued 2,573 total invitations to foreign workers across the Highly Qualified and Specialized skills, Intermediate and manual skills, Regulated professions, and Exceptional talents streams.

Stream one: Highly qualified and specialized skills

A total of 901 invitations were issued across three different selections under Stream one of the PSTQ to workers with occupations in TEER 0, 1, or 2, living in Quebec with 12 months’ work experience:

Selection Invitations issued 
Selection One – Quebec diploma, at least 900h or 30 credits 254 invitations 
Selection Two – Quebec diploma + Priority occupations 419 invitations 
Selection Three – Quebec diploma 234 invitations 

Certain draw criteria varied across each of these three selections:

Under selection, one candidates required:

A Quebec diploma of at least 900 hours of total length or 30 credits annually; and
A score of at least 741.

Under selection, two candidates required:

Their main occupation to be under the list of priority occupations specified for this draw; and
A minimum score of 627.

Under selection three, candidates required:

A minimum score of 722.

*TEER categories are a part of Canada’s National Occupation Classification (NOC) system and are used to order occupations by how much training, education, and experience are required to fulfill the responsibilities of a given occupation.

TEER 0 (managerial) occupations require the most training, education, and experience, while TEER 5 (low-skilled) occupations require the least.

Stream two: Intermediate and manual skills

A total of 495 invitations were issued across three different selections under Stream two of the PSTQ, to candidates working in non-regulated TEER 3-5 jobs who had at least one year of Quebec work experience:

Selection One – Quebec diploma 104 invitations 
Selection Two – Priority occupations  194 invitations 
Selection Three – Minimum score 197 invitations 

Select draw criteria varied across each of these three selections:

Under selection, one candidates required:

A Quebec diploma of at least 600 hours (for vocational degrees), 900 hours (for college degrees), or 30 credits annually (for universities); and
A score of at least 756.

Under selection, two candidates are required:

Their main occupation to be under the list of priority occupations specified for this draw; and
A minimum score of 562.

Under selection three, candidates required:

A minimum score of 688.

Stream three: Regulated professions

A total of 1141 invitations were issued across six different selections under Stream three of the PSTQ, to candidates working in regulated professions and currently residing in Quebec, across several in-demand positions :

Draw criteria varied across each of these three selections:

Under selection one, candidates required:

A Quebec diploma of at least 900 hours (for vocational / college degrees) or 30 credits annually (for universities); and
A score of at least 730.

Under selection, two candidates required:

Their main occupation to be under the list of priority TEER 0-2 occupations specified for this draw; and
A minimum score of 632.

Under selection three, candidates required:

A main occupation as a physician (NOC 31100/ 31101/ 31102); and
Authorization to practice as physician by the relevant Quebec regulatory authority.

Under selection four candidates required:

Their main occupation to be under the list of priority TEER 3-5 occupations specified for this draw; and
To have an oral French proficiency equivalent to at least an NCLC level 5; and
A minimum score of 452.

Under selection five, candidates required:

Their main occupation to be in a regulated TEER 0-2 occupation specified for this draw; and
A minimum score of 693.

Under selection six, candidates required:

Their main occupation to be in a regulated TEER 3-5 occupation specified for this draw;
To have an oral French proficiency equivalent to at least an NCLC level 5; and
A minimum score of 774.

Stream four: Exceptional talents

A total of 20 invitations were issued under Stream four of the PSTQ.

Selection One – Positive opinion letter + three years work experience Three invitations 
Selection Two – Exceptional achievement + three years work experience Three invitations 

We can infer that 14 foreign nationals who received invitations simply met the general eligibility criteria for stream four.

The draw criteria for these two selections were as follows:

Under Selection one candidates required:

A positive opinion letter issued by a partner of MIFI in one of the targeted areas listed on the department’s website; and
At least 36 months of experience in their primary occupation over the last five years.

Under Selection, two candidates required:

A document demonstrating an accomplishment indicated in MIFI’s list of exceptional achievements;
A level of education equivalent to a doctorate in Quebec; and
At least 36 months of work experience in their primary occupation over the last five years.
