Quebec invites over 2,500 candidates across all PSTQ streams to apply for permanent selection

Québec conducted a new immigration selection round on June 4, inviting candidates through all four streams of its Skilled Worker Selection Program (PSTQ).

A total of 2,549 provincial immigration candidates were invited in this draw—the majority to workers with highly qualified and specialized skills (42.9%).

This marks the province’s fifth draw of the year. Selections for all streams were made from the Arrima pool on June 1, 2026, at 6:00 a.m.

Stream 1: Highly qualified and specialized skills

A total of 1,094 invitations were issued across all four exercises under stream 1 of the PSTQ to workers with occupations falling under TEER 0, 1, or 2, currently living in Québec, and with 12 months’ work experience over the last five years.

All candidates were required to:

  • Demonstrate a French language proficiency of level 7 or higher for both oral skills, and a level 5 or higher in both written skills; and
    • Accompanying spouses (if applicable) needed a level 4 or higher in both oral skills.
  • Complete one-year of full-time study in the province and have one of the following Québec diplomas: vocational diploma or attestation of vocational specialization, college or technical college diploma, certificate, specialized graduate diploma, minor or major, bachelor’s degree, or master’s degree or doctorate.

Some selection criteria differed across each exercise:

Stream 2: Intermediate and manual skills

A total of 756 invitations were issued across all four exercises under stream 2 of the PSTQ to workers with occupations falling under TEER 3, 4, or 5, currently living in Québec, and with 24 months’ work experience in the last five years (12 in the province).

All candidates were required to:

  • Demonstrate a French language proficiency of level 5 or higher in both oral skills; and
    • Accompanying spouses (if applicable) needed a level 4 or higher in both oral skills.
  • Complete education equivalent to a Québec high school diploma or a two-year full-time general post-secondary program, or a full-time one-year program lasting at least one year that is equivalent to a qualifying Québec credential.
    • A qualifying Québec credential includes: a vocational diploma or attestation of vocational specialization (more than 600 hours hours in Québec), college or technical diploma, certificate, specialized graduate diploma, minor or major, bachelor’s degree, or master’s degree or doctorate.

Some selection criteria differed across each exercise:

Stream 3: Regulated professions

A total of 677 invitations were issued across all five exercises under stream 3 of the PSTQ, to candidates working in a regulated profession and currently residing in Québec.

All candidates were required to practice a regulated profession appearing on the Ministère’s List of Regulated Professions.  

Some selection criteria differed across each exercise, including French language requirements.

Stream 4: Exceptional talent

A total of 22 invitations were issued across both exercises under stream 4 of the PSTQ, to candidates with at least 36 months’ work experience in the last five years
