Quebec invites over 1,800 candidates across various sectors and occupations through the PSTQ
On December 4, Quebec invited over 1,870 individuals to apply for permanent selection through the Skilled Worker Selection Program (PSTQ).
This latest selection round comes after a three-month hiatus, and saw invitations distributed through all four of the program’s streams:
Stream 1: Highly qualified and specialized skills;
Stream 2: Intermediate and manual skills;
Stream 3: Regulated professions; and
Stream 4: Exceptional talent.

For all streams, candidates were extracted from the Arrima bank on December 1, 2025 at 3 p.m.
Stream 1: Highly qualified and specialized skills
A total of 605 people received invitations from the province through Stream 1 of the PSTQ on December 4. These invitations were divided between candidates residing anywhere in Quebec, and those specifically outside of the Montreal Metropolitan Community.
Invitations were issued to candidates residing in Quebec who met the following requirements:
Had a score of 781 points or higher;
*Primary occupation was in a NOC FEER 0, 1, or 2 category of the National Occupational Classification (NOC) system;
*No plan to practice in a regulated profession appearing on the Minister’s list;
*At least 12 months of eligible work experience in their primary occupation during the last five years.
Completion of an eligible Québec diploma program (900 hours minimum at secondary vocational/college level, or 30 university credits minimum);
*Demonstrated French-language proficiency level 7 or higher for oral comprehension and level 5 or higher for written comprehension; and
*Demonstrated French proficiency for an accompanying spouse (if applicable): level 4 or higher (oral).
*Candidates invited in this draw who resided outside the territory of the Montréal Metropolitan Community, met all of these criteria, and had to have a primary occupation related to the manufacturing sector.
Candidates who fell under these manufacturing and food processing occupations were selected:
To qualify, these candidates outside of Montreal needed to have a score of 644 points or higher.
Stream 2: Intermediate and manual skills
On December 4, the province invited 604 people to apply for permanent selection through Stream 2 of the PSTQ.
This draw invited candidates who reside in Quebec outside the Montreal Metropolitan Community and met the following criteria:
*Primary occupation classified under NOC FEER 3, 4, or 5;
*No planned practice of a regulated profession appearing on the Minister’s list;
*French-language proficiency level 5 or higher in both oral competencies;
*French-language proficiency for an accompanying spouse (if applicable) of level 4 or higher in both oral competencies;
*Minimum 24 months of work experience in the past five years (at least 12 months in Québec in their primary occupation);
Had a score of at least 573 points; and
Primary occupation was related to the manufacturing sector.
Candidates who fell under these manufacturing and food processing occupations were selected:
*The province further invited candidates who met these criteria (but resided anywhere in Quebec), had a score of 612 points or higher, and had a primary occupation in one of 12 eligible occupations in-demand in Quebec.

Stream 3: Regulated professions
The Minister of Immigration, Francization and Integrated invited 649 people through the regulated professions stream of the PSTQ on December 4.
Candidates residing in Quebec received an invitation in this draw if they met all the requirements listed below:
*Planning to practice a Minister-listed regulated profession in NOC FEER category 0, 1, or 2;
*French proficiency at level 7+ in both oral competencies and level 5+ in both written competencies;
*French-language proficiency for an accompanying spouse (if applicable) of level 4 or higher in both oral competencies;
Had a score of 717 or greater; and
Primary occupation was in an in-demand sector and appeared on the list of eligible occupations.
Candidates with primary occupations deemed to be in the priority sectors of the Labour Force Operation listed below were considered in this draw:
*In this draw, Quebec also invited candidates who met these criteria and had a primary occupation in one of three eligible healthcare occupations, for which they had an evaluation issued by the required regulatory authority.
The three eligible healthcare occupations included:
Clinical and laboratory medicine specialists (31100);
Surgical specialists (31101); and
General practitioners and family physicians (31102).
This subsection of candidates needed to have at least one year of work experience within Quebec (in the last five years).
*Quebec also invited another set of candidates in this draw, who needed to meet these criteria, but only required to have a score of 535 or more points and have a primary occupation falling under one of 10 eligible occupations.
Stream 4: Exceptional talent
Quebec invited 12 individuals through the exceptional talent stream of the PSTQ on December 4.
Invitations were issued to people who met the following requirements:
Held a positive opinion from a Ministère partner in a targeted field (strategic economic sectors, research, arts, or sports); and
Had a minimum of 36 months of work experience in their primary occupation in the last five years.
Invitations were also extended to applicants who satisfied the following criteria:
Held a document confirming an achievement included on the Ministry of Immigration’s List of Exceptional Accomplishments (PDF) for applicants under Stream 4.
Possessed education equivalent to a doctorate in Quebec (including undergraduate doctorates);
Gained at least 36 months of experience in their primary occupation during the previous five years.
