Manitoba targets skilled workers invited under a strategic recruitment initiative in 10th draw of the year

On May 21, the Manitoba Provincial Nominee Program (MPNP) held another selection round targeting candidates directly invited under a strategic recruitment initiative.

Invitations were extended to candidates through both pathways of the MPNP’s Skilled Worker Stream.

The MPNP sent out a total of 96 Letters of Advice to Apply (LAAs) to candidates with Expression of Interest (EOI) profiles submitted under either of the following pathways:

To have been considered, candidates needed to have declared receipt of an invitation under a recruitment mission in their EOI profile—or through the “Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates (TPP).”

The highest number of LAAs were issued to candidates who declared being invited through the TPP, accounting for 50% of LAAs.

This distribution aligns with the announcement made by Manitoba on May 1, in which it outlined plans to conduct selection rounds targeting individuals who’ve received Manitoba-specific work permits under the TPP (now expired).

The May 7 draw, conducted prior to this one following the above announcement, also issued a high number of LAAs under the TPP (429/906).

Of the 96 LAAs issued in the May 21 draw, 20 were issued to candidates who declared a valid Express Entry profile number and job seeker validation code.

My EOI profile matched the selection round criteria – why didn’t I get an LAA?

The province noted that some MPNP candidates who satisfied the selection criteria for this draw may still not have received an LAA due to one of the following issues:

  • The candidate claimed to have completed an approved third-party English or French language test, but did not provide a valid test identification number in their EOI, or the submitted test results were no longer valid; or
  • The candidate indicated they had received an Invitation to Apply under a strategic recruitment initiative, but failed to submit a valid invitation number.

Further, TPP work permit holders who had their Manitoba Support Letters approved after June 30, 2025, may not have received an LAA because the province is beginning LAA issuance for letters approved before that date.

The MPNP publishes monthly statistics relating to the Skilled Worker Stream (SWS), including information on:

  • EOIs drawn;
  • Nominations issued;
  • Nomination applications received;
  • Nomination applications currently under assessment or pending assessment; and
  • Refused nomination applications.

As of the date of this publication, the most recent data available for 2026 spans January to April.
