Manitoba PNP invites skilled workers, prioritizing candidates on special work permits
Manitoba has issued 29 invitations to skilled worker candidates through the Skilled Worker Stream of the Manitoba Provincial Nominee Program (MPNP)—the majority of which went to candidates already in the province on facilitated work permits.
All candidates were invited under the Skilled Worker in Manitoba or Skilled Worker Overseas pathways, based on a direct invitation from the MPNP through one of its ongoing strategic recruitment initiatives.

MPNP draw results
On October 31, 2025, Manitoba held a draw under the Skilled Worker Stream, inviting 29 candidates to apply for provincial nomination.
These invitations, known as Letters of Advice to Apply (LAAs), were distributed among candidates who had declared receipt of an Invitation to Apply (ITA) under the following strategic recruitment initiatives:

Of the 29 LAAs issued in this draw, nine were given to candidates who declared a valid Express Entry profile number and job seeker validation code.
The MPNP advises that candidates who have submitted an Expression of Interest (EOI) profile that meets the above selection criteria but did not receive a Letter of Advice to Apply may not have been invited for one of the following reasons:
They declared that they had taken an approved third-party language test to demonstrate proficiency in English or French but did not provide a valid test number in their EOI, or their language test results have expired; or
They indicated that they had received an ITA to the MPNP under a strategic recruitment initiative but did not provide a valid invitation number.
Understanding this week’s MPNP selection process
Manitoba has prioritized draws based on strategic recruitment initiatives this year (held through the MPNP’s Skilled Worker stream), as a way to directly address the province’s most pressing immigration requirements.
Strategic recruitment initiatives are employer- and community-led processes that allow Manitoba to identify and invite candidates with skills that align with the province’s labour needs.
Through these initiatives, the MPNP collaborates with employers, regional partners, and cultural organizations to identify skilled workers with strong settlement potential in Manitoba.
This week’s draw also continued Manitoba’s prioritization of candidates eligible under the Temporary Public Policy (TPP) to facilitate open work permits (OWPs) for prospective provincial nominees in select provinces. The policy is supported jointly by Immigration, Refugees and Citizenship Canada (IRCC) and the Government of Manitoba.
