Newfoundland and Labrador issues invitations to PNP and AIP candidates
Newfoundland and Labrador issued 217 invitations to apply for provincial immigration on September 26.
The invitations to apply went to candidates through the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and the Atlantic Immigration Program (AIP).

Newfoundland and Labrador Office of Immigration and Multiculturalism issued the following invitations to apply on September 26.

The province has been having consistent draws since moving to an Express of Interest system for both immigration programs in February.
The last two draws have seen an increase in the number of invitations being issued under the AIP. This draw marks the first time the number of invitations for AIP candidates outpaced the invitations for NLPNP candidates.
Newfoundland and Labrador draws in 2025
To date, the province has issued a total of 2,821 provincial immigration invitations – with 2,125 going to NLPNP candidates and 696 to AIP candidates.
Newfoundland and Labrador received 1,050 nomination slots for the NLPNP at the start of the year. After negotiation with the federal government, it gained an additional 1,000 slots, bringing its total 2025 allocation to 2,050 slots (compared to 2,100 in 2024).
Meanwhile, it has maintained 475 spaces for its AIP.
What is the AIP?
Canada’s Atlantic Immigration Program (AIP) is an employer-focused pathway to permanent residence in Canada’s Atlantic provinces: New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador.
To be eligible, a candidate must have a job offer from a designated employer in Atlantic Canada, and the job offer must be endorsed by the province. They must also meet a minimum work experience requirement, or be a recent graduate from a recognized post-secondary institution in Atlantic Canada.
Once a candidate has an endorsed job offer in hand, the candidate can apply directly to the federal government for permanent residence.
AIP applicants are eligible for a special work permit which can be issued for up to two years, which can provide them legal authorization to work in Canada while their PR application is being processed.
What is the NLPNP?
It is Newfoundland and Labrador’s provincial nominee program. It allows the province to nominate foreign workers, international graduates, and entrepreneurs for permanent residence (PR).
It has five streams:
Skilled Worker – Express Entry Skilled Worker Category.
Skilled Worker Category.
International Graduate Category.
International Entrepreneur Category.
International Graduate Entrepreneur Category.
Getting PR through the PNP is a two-step process. First, the foreign national must apply to the province and receive a provincial nomination. After having been issued a provincial nomination, the successful provincial nominee can apply to the federal government for permanent residence.
