Manitoba invites over 900 skilled workers to apply for provincial nomination

This week, Manitoba invited nearly one thousand skilled worker candidates to apply for provincial nomination through the Manitoba Provincial Nominee Program (MPNP).

Candidates were selected under the Skilled Worker in Manitoba pathway and the Skilled Worker Overseas pathway, based on their inclusion in targeted strategic recruitment initiatives.

MPNP draw results

On September 18, the MPNP held a draw issuing a total of 911 Letters of Advice to Apply (LAAs) to skilled worker candidates.

The province did not provide any minimum cut-off score for this draw.

Instead, the MPNP invited candidates through both the Skilled Worker streams based on their ability to meet the province’s labour market needs.

Selection criteria

Candidates were invited under both the Skilled Worker in Manitoba and Skilled Worker Overseas pathways, based on their inclusion in strategic recruitment initiatives or the temporary public policy to facilitate work permits under the MPNP.

While Manitoba does not provide the breakdown of LAAs under either stream, they do provide a breakdown based on the specific recruitment initiative or temporary public policy that candidates were a part of:

Of the total 911 LAAs issued in this draw, 341 were issued to candidates who had valid Express Entry profile numbers and job seeker validation codes.

As seen above, more than 90% of the LAAs issued under this draw were to candidates who were issued facilitated work permits under a temporary public policy by Immigration, Refugees and Citizenship Canada (IRCC).

Under this temporary policy, eligible individuals who lived and worked in Manitoba and who were candidates in an expression of interest (EOI) pool under an MPNP pathway to permanent residence (PR) were able to obtain a new open work permit, provided that they met certain other conditions.

Why some candidates may not receive an invitation

The MPNP notes that it only considered candidates in the Skilled Worker streams who were included in either a strategic recruitment initiative or the temporary public policy to facilitate work permits.

If a candidate met the draw’s criteria but does not receive an LAA, it may be due to factors such as

Declaring a valid third-party language test but not providing the test number in the EOI, or having expired results; or
Declaring receipt of a direct invitation through a strategic recruitment initiative, but failing to provide a valid invitation number in the EOI.

What are strategic recruitment initiatives under the MPNP?

Strategic recruitment initiatives are employer or community-driven processes that enable Manitoba to identify and invite foreign nationals with skills in demand across the province.

These initiatives help local employers fill long-standing labour shortages while creating a PR pathway for international candidates.

To participate, employers must meet Manitoba’s recruitment requirements, while candidates must demonstrate factors such as relevant work experience, education, language proficiency, and settlement potential.
