Quebec issues invitations to workers in regulated professions
Quebec has issued invitations for permanent selection under its Skilled Worker Selection Program (PSTQ).
This is the first time the province has targeted candidates in the regulated professions stream since it began issuing invitations under the PSTQ earlier this year.

On August 14, the Minister of Immigration, Francization, and Integration invited 275 people to apply for permanent selection under the PSTQ’s regulated professions stream.
To qualify, candidates had to meet the following criteria:
Have a score that is equal to or greater than 766 points;
Be living in Quebec;
Plan to practice a regulated profession in FEER category 0, 1, or 2;
Have a knowledge of French of level 7 or higher in speaking and listening and level 5 or higher in reading and writing; and
An accompanying spouse (if any) has knowledge of French level 4 or higher in speaking and listening according to the Échelle québécoise des niveaux de compétence en français or its equivalent.
What is the Regulated Professions stream?
This stream is for foreign nationals who meet the following criteria:
Their main occupation is included in the List of Regulated Professions maintained by the Ministère. This list identifies occupations for which a license to practice is required in Québec.
Fully regulated occupations: All associated jobs in that occupation are regulated (for example, mechanical engineers).
Non-fully regulated occupations: Only some associated jobs are regulated (for example, criminologist within the social sciences group). In these cases, applicants may qualify under Stream 1, 2, or 3, depending on their specific job.
For some occupations, the jobs are only regulated if carried out in the construction industry (for example, carpenter).
Candidates under this stream must hold one of the following documents issued by the regulatory authority that governs their profession in Québec:
Authorization to practice the profession in Québec; or
*Proof of partial or full recognition of equivalence of training or diploma, issued within the past 5 years.
*Proof of recognition indicates the regulatory authority recognizes their training or diploma to be equivalent to persons trained in Quebec to practice the same regulated profession. It does not authorize one to practice a regulated profession in Quebec, but rather acts as a step towards receiving this authorization.
