Provincial immigration candidates receive invitations in Newfoundland and Labrador’s latest draw
On July 29, Newfoundland and Labrador conducted its sixth provincial immigration draw of the year.
Invitations were issued to Newfoundland and Labrador Provincial Nominee Program (NLPNP) and Atlantic Immigration Program (AIP) candidates.

The Newfoundland and Labrador Office of Immigration and Multiculturalism (OIM) issued a total of 150 invitations across the NLPNP and the AIP.

This is the lowest total number of invitations issued since the province shifted to an Expression of Interest (EOI) process for both immigration programs.
While the issuance of invitations under the AIP remains relatively consistent with previous patterns, a substantial decline can be seen in NLPNP invitations compared to earlier rounds.

To date, the province has issued a total of 1,818 provincial immigration invitations—with 1,495 of these going to NLPNP candidates and 323 to AIP candidates.
The province’s total nomination allocation for its PNP in 2025 is 2,050, meaning it still has 555 nomination spaces left for this program.
As for the AIP, Newfoundland and Labrador’s allocation for 2025 is 475—152 spaces remain as of the time of this writing.
How to be considered
In February of this year, Newfoundland and Labrador transitioned to an EOI system for both the NLPNP and AIP.
Prior to this system change, the province operated on a first-come-first-served basis.
Now, if you are interested in immigrating to the province, you are required to submit an EOI to the OIM.
The OIM reviews EOIs and issues Invitations to Apply (ITAs) in batches throughout the year.
You can only proceed with an NLPNP application or be included in an AIP endorsement application if you have an ITA.
To be considered for an ITA, your EOI profile must be aligned with the “labour market needs and ongoing interests of the province.”
The province has identified in-demand occupations within priority sectors, and exempts jobs in these occupations from labour market testing, in addition to providing these applications with priority processing.
As of the time of writing, the priority sectors are
Health care;
Information and communications technology; and
Aquaculture.
